The Government of South Ossetia and the "Russia – Land of Opportunity" platform signed a memorandum of cooperation

A memorandum of cooperation between the Government of South Ossetia and the presidential platform "Russia – Land of Opportunity" was signed at the Senezh Management Workshop by Andrey Betin, General Director of the presidential platform, Rector of the Senezh Municipal University, and Marat Kambolov, Acting President of South Ossetia.

The memorandum provides for the implementation of joint projects aimed at developing social mobility and supporting initiatives that create opportunities for personal and professional development for citizens of the Republic and Russia in various fields.

The signing was prompted by the official request from the South Ossetian side: the Republic is interested in creating its own personnel selection system based on best Russian practices. It is noted that the key objective is to enhance the prestige of the civil service and attract talented people to the government.

Kambolov has noted that the quality of public administration is a key issue for South Ossetia today. He believes that while it's possible to make the right decisions, find resources, and launch projects, ultimately the outcome always depends on the people responsible. Therefore, it's important for the Republic's government to systematically train the management personnel and create clear opportunities for professional growth.

"There are many capable, educated, and proactive people in the Republic. Our task is to give them the opportunity to prove themselves and ensure that their professional qualities, knowledge, work results, and willingness to take responsibility truly pave the way for leadership positions. This is why the experience of the 'Russia – Land of Opportunity' platform is valuable to us. We want to use the proven Russian practices for assessing and training managers, create our own talent pool, and give the talented зущзду the opportunity to undergo an open competitive selection process," the Acting President has emphasized.

As noted by Andrei Betin, the 'Russia – Land of Opportunity' platform has a unique methodology and eight years of experience conducting management competitions, including the flagship 'Leaders of Russia' project.

"Over the past eight years, the presidential platform 'Russia – Land of Opportunity' has accumulated unique experience in conducting competitions, projects, Olympiads, and programs. The methods, approaches, and practices we've developed have already proven their effectiveness in Russia. And we are always open to sharing this experience with friendly countries. Cooperation with South Ossetia is an important step that opens up new opportunities. I am confident that the joint work and the exchange of best practices will help build modern approaches to human resource development and create an environment in which talent, hard work, and service always find their way," he said.

This is not the first time the 'Russia – Land of Opportunity' platform has cooperated internationally in the field of management training. In 2025, a cooperation agreement was signed with the State Committee of Abkhazia for Youth and Sports. The Joint work with Abkhazia has demonstrated the demand for Russian methodology for assessing and developing managers abroad.

Today, the Presidential Platform "Russia – Land of Opportunity" unites more than 60 projects in the fields of education, careers, entrepreneurship, and public administration. Its flagship competition, "Leaders of Russia," has been holding since 2017 at the initiative of Russian President Vladimir Putin. Over the past eight years, more than 700 managers have won the competition, many of whom have been appointed to senior positions in government agencies and the country's largest companies.
