Representatives of public organizations and NGOs of South Ossetia will take part in the dialogue between civil society representatives of Georgia and South Ossetia to be held in Istanbul from September 30 to October 4, said the Chairman of the Center for Information Technologies "Intellectual Resources" Kosta Dzugaev.
"During the meeting, the South Ossetian side intends to raise the issue of illegally detained citizens on Georgian territory, the issues of cross-border cooperation, humanitarian issues, suspension of gas supply in Leningor district of South Ossetia since 2008, and so on", said Dzugaev.

The President of the Republic of South Ossetia Eduard Kokoity has congratulated the President of Kabardino-Balkaria Arsen Kanokov on the official inauguration of President for his second term.
Speaking at the inauguration ceremony, Eduard Kokoity said that the approved nomination of Kanokov by the Parliament indicated trust towards him.

South Ossetian journalists have participated in training course in multimedia journalism organized by RIA Novosti. Today, 29 September, in Moscow, the course for journalists from the republics of South and North Caucasus has finished.
For two weeks, journalists were trained at RIA Novosti, and communicated with experts, politicians and political scientists. Journalists also had the opportunity to attend a session of the Public Chamber, which discussed the situation in the North Caucasus.

South Ossetian representatives will take part in the First Review Conference of the OSCE. As David Sanakoev, Plenipotentiary for Human Rights, told IA RES, the conference will be held from September 30 to October 8 in Poland.
"South Ossetia will be represented by a delegation of five people, representatives of public organizations of the Republic", explained Sanakoev.
According to him, the main topic of the conference is protection of human rights.

During the period between September 20-23, the law enforcement bodies detained eight persons for illegally crossing the state borders of South Ossetia, bypassing the official; six of them are citizens of Georgia. In accordance with established norms, they were all transferred to the RSO KGB Border Guard Service further proceedings. Later, upon the decision of Tskhinval district court of the Republic of South Ossetia, five Georgian citizens were expelled from the territory of the Republic and handed over to the Georgian Interior Ministry.

Migration Service of South Ossetian Interior Ministry is introducing state fees for foreign nationals for crossing the Georgian-Ossetian state border, reported Soslan Tigiev, the Chief of Migration Service of the South Ossetian Interior Ministry.
"Migration Service of the Ministry of Interior informed the residents of South Ossetia's Leningor district crossing the state border between South Ossetia and Georgia on one-month deadline for obtaining a passport of the Republic of South Ossetia. After the specified period, in accordance with Article 14 of the Law "On state fees of South Ossetia, persons, who have not received their passports, will be considered foreign nationals and will have to pay entry and exit state fee when crossing the border in Leningor district of South Ossetia, " said Tigiev.

A meeting of the government under the chair of the Prime Minister of South Ossetia Vadim Brovtsev took place. Members of the Cabinet discussed the spendings under the budget allocated for the programs "HR Reserve of South Ossetia" and "Development of the Ossetian language", as well as the rehabilitation of social infrastructure damaged during the hostilities in August 2008.
According to Vadim Brovtsev, the funds allocated for this purpose have been inefficiently spent because the relevant departments delayed submission of their applications to the Ministry of Finance of South Ossetia, and had not provided their financial reports on the funds already spent.

Explosions were heard in Tskhinval at night. As Deputy Commander of the Fourth Russian Military Base in the Republic of South Ossetia Alexander Efanov reported to IA RES, there are no reasons for any concern.
"The personnel of the Fourth Russian Military Base is intensively engaged in routine combat training ", he said.
According to Efanov, the preparation for the final test is under way.

The Prime Minister of South Ossetia Vadim Brovtsev monitored the rehabilitation of private and municipal housing in Tskhinval damaged in August 2008. The Prime-Minister was accompanied by representatives of the State Committee for the Implementation of Rehabilitation Projects and the State Unitary Enterprise "Directorate for the implementation of priority national projects", as well as Finance Minister of South Ossetia Irina Sytnik and government representatives.
