At the 65th round of the International Discussions on Security and Stability in Transcaucasia, South Ossetia urged Georgia to intensify efforts to clarify the fate of the missing persons and recommended that the Georgian party cease sabotaging the work on this issue and take practical steps to resolve it. This was stated in a statement by the South Ossetian delegation following the 65th round of discussions.

On November 12, 2025, the 65th round of the International Discussions on Security and Stability in Transcaucasia (IDS), held on the basis of the Medvedev-Sarkozy plan of August 12 and the agreements on its implementation of September 8, 2008, concluded in Geneva. The meeting was attended by the official representatives of South Ossetia, Abkhazia, Georgia, the Russian Federation, and the United States, co-chaired by the EU, UN, and OSCE.

The South Ossetian delegation was headed by State Advisor to the President Konstantin Kochiev.

As noted in the statement, the round included a discussion on security and stability in areas adjacent to the state borders between South Ossetia and Georgia, as well as between Abkhazia and Georgia.

The security situation along the state border between South Ossetia and Georgia was assessed as relatively stable. However, the commencement of the work on delimitation and subsequent demarcation of the state border between the Republic of South Ossetia and Georgia would be a crucial factor for stability and security.

It was also noted that the Incident Prevention and Response Mechanism (IPRM) and its hotline were positively assessed as the effective tool for promptly resolving the issues arising along the South Ossetian-Georgian state border.

The South Ossetian, Abkhazian, and Russian participants have stated that the effectiveness of efforts to ensure security and further normalize the situation in the region directly depends on Georgia's commitment to the non-use of force against South Ossetia and Abkhazia.

The continuing work in this area was the primary focus of the security discussion.

The meeting continued a detailed discussion of humanitarian issues, with a primary focus on the fate of the missing South Ossetian citizens.

The most serious attention was once again drawn to Georgia's ongoing gross violations of the rights of the Ossetians native to the Kazbegi (Tyrsygom) region, who had been denied the access to their ancestral homes by the Georgian authorities for many years.

The refugee issue was not discussed at the meetings of the concluded round. Resuming discussions on the refugee issue will become possible once Georgia ceases its attempts to unacceptably politicize this humanitarian issue.

The exchange of views on a number of other humanitarian issues has also taken place.
